WASHINGTON — Fearing an imminent attack, the United States on Tuesday
closed diplomatic missions in Saudi Arabia (search). The move came on
the heels of recent FBI warnings that Al Qaeda (search) may attack
American and Western targets.
The U.S. ambassador to Saudi Arabia decided to close the missions due
to security threats. They will be closed at least through Sunday. The
ambassador will further assess the situation on Sunday.
The U.S. Embassy in Saudi Arabia sent out a message to Americans
there Tuesday, saying it "continues to receive credible information that
further terrorist attacks are being planned against unspecified targets
in Saudi Arabia."
The FBI sent out a special edition Friday of its bulletin to U.S. law
enforcement agencies saying Usama bin Laden's (search) Al Qaeda terror
network "likely" may be planning attacks against American and Western
targets and "attacks in the U.S. cannot be ruled out."
Meanwhile, a Saudi official said investigators believe a group of
hard-core Muslim militants would volunteer for suicide strikes like the
ones that killed 25 people in Riyadh last week.
In the bulletin, the FBI said the homicide car bombings in the Saudi
capital indicate "further refinement in Al Qaeda operational
capabilities.''
"The May 12 bombings in Saudi Arabia indicate that the Al Qaeda
network remains active and highly capable," the FBI said. "The U.S.
intelligence community assesses that attacks against U.S. and Western
targets overseas are likely; attacks in the United States cannot be
ruled out.''
U.S. counterterrorism officials have said the bulk of the
intelligence points to possible strikes overseas. But officials say they
have no credible information about a specific threat, nor has anything
occurred in recent days indicating an attack is imminent.
White House spokesman Ari Fleischer said security officials are
reviewing intelligence intercepts.
Fleischer said in a televised interview Tuesday that there's been
significant "chatter in the system." He said the decision on whether to
raise the national terror alert threat level is a "day-to-day call."
The national alert status remained unchanged at "yellow" Tuesday --
an elevated level, but that's in the mid-range of the five-tier warning
scale below orange and red. A Department of Homeland Security
spokeswoman said Tuesday there were no plans to raise the domestic
terror alert level.
U.S. intelligence officials are used to increases in the chatter
level. Fleischer said "we've seen this before," but that the government
wants to remain "vigilant."
The Saudis are aware of about 50 Muslim militants belonging to three
terror cells, including the one that carried out the Riyadh bombings,
the Saudi official said. Another cell has fled Saudi Arabia and may be
in Europe, and the third is at large in the kingdom.
The official didn't actually say whether the group was linked to Al
Qaeda but said the militants prepared to attack had hard-core
sympathizers numbering "in the low hundreds."
Saudi Arabia's ambassador to Washington, Prince Bandar bin Sultan,
told reporters in Riyadh that "there is chatter, a high level of chatter
regionally and in other international spots" about possible new attacks
in Saudi Arabia or America.
Saudi Arabia's foreign minister said Tuesday that his country was
boosting security measures.
"Measures that the government has taken are seen everywhere you go in
the city. We are preparing for the worst and hoping for the best,"
Prince Saud al-Faisal said at a press conference. "Nobody can guarantee
that nothing will happen in the meantime. But we are secure in the
knowledge that at least we are doing everything that we can to prevent
[attacks]."
Saud stressed that removing the cause or "breeding ground" of
terrorism was an international responsibility and suggested that
resolving the Palestinian issue would remove "a great part of the
reasons for terrorism in our region."
President Bush said Monday that the United States is slowly but
surely dismantling Al Qaeda. He pledged to pursue Mideast peace but
acknowledged it's "going to be a bumpy road."
"This is still a dangerous world we live in, and clearly the attack
in Saudi Arabia means we have to be alert here at home," Bush said.
The FBI, in its bulletin, said "state and local law enforcement
agencies" should remain vigilant to potential indicators of
pre-operational planning, such as target surveillance and acquisition of
explosives material.
